manager responsible for maintaining grounds at 1400 Maryland
Avenue. Mr. Berhane testified during a condemnation hearing
for the property at DCRA on December 19th, 2007 that they
care about the site and have crews clean it twice a month.
The condemnation hearing was ordered because DAG and David
Schaeffer failed to inspect the vacant building regularly
resulting in a fire set by suspected squatters. Squatters
have returned (see photo Aug. 18th, 2008) and they continue
to fail to maintain the property as ordered by DCRA.

business names of 888 Taxi, Inc., 1400 Maryland Ave, LLC,
and Empire Leasing. Mr.
Schaeffer successfully rented his entire property and the
adjacent 12 thousand square feet of public land without a
public space permit. ANC 6A successfully challenged
the rental of public land to Carlink and the placement of
barb wire fence on the perimeter in 2005. ANC6A denied the
application to formally use the public space on the grounds
the owner failed to maintain the property and has been a
consistent bad neighbor and absentee landlord accepting
no responsibility for organizations and individuals he leased
property to.
